Install its like normal apk. To change your Android device theme running CyanogenMod 13 / CM13 ROM, go to "Settings" -> "Theme", choose your installed theme and apply it as you wish. It is also recommended to restart / reboot your Android device after change the theme to optimize the changes.

And also because CyanogenMod 13 is still a hot ROM, maybe some theme is still have some minor bugs as they are just released / created recently, so an update to the themes is expected in the future.
